About Izuru Hayama

This research investigates the feasibility of establishing an Emissions Trading System (ETS) in New Mexico, focusing on economic, ecological, and social and environmental justice barriers. Through this multidimensional analysis, this paper provides a framework explaining why a conventional ETS may not function effectively in the state's local context. Finally, it concludes with recommendations on how the system should be adjusted to regional circumstances.
